Course Description

This training is designed for professionals involved in researching, identifying, or responding to information manipulation and influence operations. No advanced technical expertise is required, though familiarity with disinformation research, digital investigations, or policy analysis is beneficial.

What you'll learn

By completing this training, participants will gain the ability to identify influence operations, assess their characteristics, and apply targeted disruption and mitigation measures using the DISRUPT Framework.

The framework is built around three key components:

  • Preparation Measures – Collecting, securing, and analysing evidence to justify a disruption action.
  • Disruption Measures – Operational measures designed to interrupt or disable an influence operation.
  • Mitigation Measures – Actions taken when disruption fails or only partially succeeds in order to reduce impact.

The framework emphasises evidence-based responses, ensuring that actions are only taken when practitioners can demonstrate that the activity constitutes an influence operation.

Julian Neylan

Julian Neylan is an online influence and disinformation specialist working as Head of Trainings at Alliance4Europe as well as with the DISARM Foundation on the ongoing development of the DISARM frameworks. He has trained a wide range of Government, Civil Society, and Media Organisations.

Julian is a member of the EU CyberNet Expert Pool and has worked on media literacy and information integrity tools. His research on online influence and disinformation has been published in peer-reviewed outlets including Scientific Reports and World Medical & Health Policy. He brings an interdisciplinary perspective spanning research, media literacy, cybersecurity, and the practical analysis of influence operations.

Course Schedule

The training is delivered through two interactive sessions combining lectures and practical run through of the tooling. Each section builds progressively on the previous one, enabling participants to understand both the conceptual foundations and the operational application of the DISRUPT Framework.

Participants will learn how to apply disruption measures in real-world contexts and use supporting research tools designed to identify and assess influence operations.
